"Monsoon" generally means rain, so I'm not sure about what the article you read is talking about.  One thing I DO miss about Vegas and that whole area is the summer downpours.  Usually in late July and through August, we used to get real gullywashers (quite literally), with hail and lots of lightning.  Then came the flash floods.  Highway underpasses flooded - and at least once, the crew from a "first responder" vehicle had to be rescued from rising water by a helicopter!

 

Caesar's Palace on the Strip was built smack in the middle of a large gully, which should have been warning enough not to build there.  The downstairs casino flooded regularly during late Summer, but the management would bring out the old 100% mechanical slot machines, and tourists would wear hip waders, still fully willing to lose their money!  Then Caesar's work force built the MOADT (Mother of all Diversion Tunnels), running UNDER the Strip itself and out toward Lake Mead.  Could probably have built two or three resort hotels for what that cost.
