Okay, next step.......

Just went outside... borrowed the "end fed halfwave" transformer from my IC-7300 and cut a new wire for 11m. Added one of my recently acquired TRC-458s to the desk and hooked it up.

Ch 40 SWR is under 1.1:1
Ch 1 makes the needle wiggle... but that is it.

At this point....barefoot....but this is the first time I have had a CB base station in operating condition in ...ohhhhhhh.... to tell the whole story.....

I had a Sears RoadTalker 40 SSB set up by my bed about 9 years ago... but almost never used it. Had it on an A99 in the back of the house. Again... hardly ever had time to sit down and "git busy" on it.

Before that..... about 1983 or so....just as my second son was born. Needed the bedroom for a nursery.... so that was the end of that.

Got some things to figure out.....

For one... it constantly sounds like the NB is off.....whether it is ON or OFF.
Now that makes me think of a couple of things....

1) Is the NB broke?, and
2) Why do I have so much noise?

I'll run through unplugging "random suspects" to see if anything nearby is causing it..... or to see if I can find out where it IS coming from.

I'm just glad to have one set up!!!!!!
 

Check any and all chargers or wall wart type stuff. I had a power supply that was running a hobby type charger and it put about S7 in noise on any radio that I tried before I went hunting!

It went into the garbage can..

Check for energy saving LED light bulb at use in your shack.
I had trouble years ago with the spiral type bulbs but recently discovered an LED bulb was causing noise. I had one in a dimmable floor lamp. If it were turned up all the way there was no problem. However, if dimmed at alI, I had a loud buzz in the radio.

If it's a whine or has noise - anything from CFL's - LED lamps, even PC's can strike down any sort of conversation with the guy several blocks away or farther from Mobile to Mobile.

Also the NB's are not infallible - they grab impulse noises spikes and stuff - leave the audio behind for it to get processed.

It's the ANL when you say nothing is "changing" the ANL is more of a filter - kills noise but as higher tones and low-rate pulse noises to an extent - again the two are not perfect for this kind of radiation storm you're getting bombarded by..

However, you didn't mention the operation of the RF Gain control and if it's affecting the noise level - there should be a change in the noise level - RF Gain it down a bit and try again. - if no change then there is something wrong with the receiver side and you'll need to check it out.
