Is there any web-sites that list the rules for how high you can put up a tower in your area?

Every place has their own bylaws regarding what is and is not allowed and they tend to change now and then. You will have to inquire locally.

If I am correct, you need to confirm

Amateur radio station/receive only antennas. This chapter shall not govern any tower, or the installation of any antenna, that is under 70 feet in height and is owned and operated by a federally-licensed amateur radio station operator or is used exclusively for those antennas defined in 47 Code of Federal Regulations 1.4000.

As stated previously, local rules may supersede FCC rules

FCC Citizen Band CFR:
FCC: Wireless Telecommunications Bureau: Rules and Regulations

Operating a Citizens Band (CB) Device
You can operate a CB device in any place where the FCC regulates radio communications. A CB device must be certified by the FCC. A certified CB device has an identifying label placed on it by the manufacturer.

None of the CB channels are assigned for the exclusive use of any system. You must cooperate in the selection and use of the channels in order to make the most efficient use of them and to reduce the possibility of interference. If you operate a CB device, you cannot talk with another station for more than 5 minutes continuously and then you must wait at least one minute before starting another communication.

There are several additional things to consider when using a CB device, including:

You may not raise the power output of a CB device.
You may not attach a "linear," "linear amplifier" or any other type of power amplifier to your CB device.
There are no height restrictions for antennas mounted on vehicles or for hand-held devices.
For structures, the highest point of your antenna must not be more than 20 feet above the highest point of the building or tree on which it is mounted, or 60 feet above the ground.
There are lower height limits if your antenna structure is located within two miles of an airport: If your antenna is more than 20 feet above the ground, the highest point of the antenna must not exceed 1 meter above the airport elevation for every 100 meters of distance from the nearest point of the nearest airport runway.

You may use an on-the-air pseudonym ("handle") of your choosing.

Amateur Radio FCC CFR:
2010 CFR Title 47, Volume 1

Subpart B—Federal Aviation
Administration Notification Criteria
§ 17.7 Antenna structures requiring
notification to the FAA.
A notification to the Federal Aviation
Administration is required, except
as set forth in § 17.14, for any of the following
construction or alteration:
(a) Any construction or alteration of
more than 60.96 meters (200 feet) in
height above ground level at its site.

like stated in the ordinance,

This chapter shall not govern any tower, or the installation of any antenna, that is under 70 feet in height and is owned and operated by a federally-licensed amateur radio station operator or is used exclusively for those antennas defined in 47 Code of Federal Regulations 1.4000.

SO, over the 70 foot mark, then you need permits and engineer reports. Not that you can't, just that more "shi,,,,,,,er uh stuff" is needed LOL

In your earlier post though, you said you have a 4x4x4 hole. I would only go 40 foot of tower with that small amount of concrete, MAYBE 50.
