Even my 12 year old can replace the caps in a SB220 amp and already makes up simple battery powered switched circuits for fun. I keep a complement of wire leads, batteries, switches, resistors, LEDs, incandescent lamps and small fans around specifically for him to mess with. C'mon America.

Just kidding. Any electronics tech that has just finished B.E.E. school could make the light bulb light up.(Basic Electrical and Electronics school) That's the kindergarten for the "A" schools.
