Something to keep in mind about antennas and radiation angles is that no antenna has just one radiation angle, they all have more than just the lowest one. Sometimes that lowest angle isn't always the 'largest' one, or the differences in those angles power wise, doesn't have to be all that much. So, low angled antennas can certainly work well with higher angled signals. Don't really know till you try it.
