I got lucky. He just banned me from bidding on his stuff after I questioned his description on a Collins R390a I was interseted in.
He posted pictures of one radio on the eBay auction and sent me a junker in an old VCR box with ZERO packing inside the box. It was literally a naked radio flopping around in an otherwise empty box. Filed the PayPal dispute but he objected. PayPal asked for photos and within 10 minutes of my sending the pictures they refunded 100% of my money and the shipping.
