Mobile Antenna ?? Weather Reception

What allows a Wilson 1000 to receive weather frequencies like a champ, but a similar antenna won't receive NOAA at all?

Is the characteristics of the antenna that receives NOAA, any better overall?
 

Perhaps it has some weird resonance on the WX frequencies that allows the SWR to be very low thus increasing the efficiency on that band. Other than that it beats me.
 
Its the velocity factor of he whip that allows the signal to travel on the length needed. Its easy to calculate, 22.5/frequency x 3.14125321.




I have no idea........
