This shapes the geometry of the pattern. The ensuing circuit is capacitive in nature. The value of capacitance present is highest when ground mounted and decreases as the feedpoint is elevated, resulting in the electrical length of the antenna becoming more inductive, lowering the resonant frequency of the system.
