Unplugging has zero effect on static electricity. I have walked into working transmitter sites and looked at the transmitter meters and thought WHOWAH!! then realized that static was making the meters read whatever. A quick squirt of Windex on the meter faces and a gentle wipe restored readings to normal. I have also had meters peg sitting on the bench unplugged on really dry winter days. My large face Tripplet multimeter is bad for static making the meter deflection whacky.
