I think the FCC regs state that speech much be in plain English. If you get a tech license, you can use packet/digital radio legally on several bandwidths, which will require a laptop computer to send/receive messages.

What you are asking is to help you carry out clandestine surveillance - on your version/'word' and take on the situation - and rely on YOUR word as to who those individuals that are allegedly 'dirt bags'.

Maybe they are; and maybe they are not.
It is no concern of this forum and what we do here.

You can do what you want with a cellphone that uses a conference call arrangements.

If you want to make a police report; that would be the RIGHT thing to do. Otherwise, you are attempting to get info to carry out illegal surveillance, and this forum won't back you on this. You cannot make us or entice members here into becoming a part of your illegal actions.

Perhaps I should put this another way:
