No encryption of any type allowed on amateur frequencies per FCC regs.  There may be some types of encryption allowed in other services, but I doubt it is allowed on MURS frequencies (I'll have to double check that one).  There are no repeaters that you will be able to access without a license except for GMRS, and you still need an inexpensive license for that.  I have my doubts on whether or not there are any GMRS repeaters around, but at least you only have to buy that license, not study for any tests.  I'm pretty sure that voice scramblers or encryption is not legal on any public (MURS, FRS, GMRS) service. 


Plain English is not a requirement on amateur bands, except that you must do the regular callsign thing in either English or CW on the voice spectrum.


You're wanting a "secure cheap solution which cannot be recieved by the average joe" and there isn't such a thing.  If it's cheap, the average joe already has it.  If they're drug dealers, they already have more money than you to listen in or talk on any radio solution you can afford.
