most likely the reason the modulation meter isn't going all the way up without the limiter clipped is because you have the deadkey set at 1.5 watts.

you might try turning it back up to 4 watts and checking how it works.
if that is the cause, then it can be made to work at 1.5 watts, but that's a bit involved and not what this thread is about.
