I'm thinking "out loud" here, so take it for what it's worth:
Metallic paint on the whip isn't going to matter...after all, it's metal. Metallic paint on the plastic coil cover may not be such a good idea. I think there would be a possibility of it changing the characteristics of the coil since it completely covers the thing. Like possibly create some capacitance beetween the coil and the cover. Dunno, would have to think about it some more...
On the fiberglass antennas, you would want to be careful about the metallic paint because you run the risk of reducing or eliminating the effects of the wound wire...kind've like shorting out all the coils. It could have the effect of just turning it into a 5' straight whip.
