Palomar PW-5000 meter calibration

Hey Everyone,
So a local op asked me to calibrate his PW-5000 meter. When I do this I use my Bird 43 as the basis and adjust another meter to it. The op's do realize that it is only a relative reading so most are ok with it. This meter seems to be well built and seems like it could be a decent one. This meter was reading about 20% high on all of the scales and when attempting to adjust it I can turn the VR to its max and it still will read high (on all scales). I verified the Bird with a second Bird and my MFJ and they are all ok. I am wondering, what in this meter could have all of the scales high? Has anyone seen this before on one of their meters? I could not find a schematic for it either.

I looked around and did see a specific place for posts about meters so I thought here may be ok.

A fixed resistor added in series with a trimpot will bring down the reading. I'd start with a fixed resistor value equal to the trimpot value. Might take a meter and read the trimpots. No telling how much they have drifted from the marked resistance value in the last 50 years.
