Picked up this super clean HR2510 in a trade, guy claimed it was working, and that it had just came back from the shop for a quick tune up and to be checked out before selling

Well I hooked it up at home and while it does light up and does makes static, but nothing on the display. I popped the cover and saw that found that y301 on the CPU board was missing and that the CPU was a UC-1201. After replacing that, (y301, no difference) I then tried the entire CPU board out of a parts rig (this was a uc-1251, also out of an HR2510), While I could now select frequencies/channels, I hear people talking on 27.385, I still could not tranmit.

The final was an MRF497 (not the standard MRF477 or MRF455)

The radio does not seem to have had ANY mods, not even the external speaker mod of the CB mod..., it is a true virgin, even if it is dead, hahaha

Also included an original mic and and factory service manual

That is as far as I got so far

Some of them did come with the MRF 497, they were used after the MRF 477 started to go away so it may well be the factory final.
Go through and look at all the know problem areas, carefully remove the old glue from the radio and look for damage to the traces/component leads.
The stuff will dry out and cause shorts and corrosion.
I try to remove it all, it is just a problem later down the road at some point anyway.
Next thing to do is start checking voltages in the PA section, as per the service manual.

I know, just a little depressing to get screwed is all :(

You're not alone.I got the shaft last year. I traded a perfect Cobra 148 GTL for his radio which was also in "perfect working condition fresh from a checkup". Radio was dead as a doornail with many wires disconnected iside and parts missing. I got it working though but I was hot because he lied about the condition.

Hope you get the 2510 working.
