Power supply question

Hello all.

I got a power supply(free) and I figured I would use it for test purposes on radios in the house.

Anyways, on the supply it says output 16 volt max, 12 volt, 1.5 amps. Yes I know 1.5 amps is barely worth anything to push even a barefoot radio, however my question is about the voltage levels.

I tested the + and - terminals with a multimeter and it showed 16 volts. Can this power supply be used to power a mobile cb safely? I connected an old cobra 19 to it and it powered up and recieved and all. Obviously it dimmed dramatically when I keyed up but it still put out enough to transmit to a buddy of mine down the street.

I'm not wanting to do anything dramatic with this power supply but will it power a mobile radio safely without blowing a final or any other component. Any help would be appreciated. Thanks

So I have a cobra 138xlr and the meter dose not work... It dose not key up and signal dose not work.... It is not stuck it the meter moves freely. now wires are resoldered on both ends...So now that do I look at. Could it be a diode or a transistor?
