perhaps you could get a better understanding by looking at the propagation charts.


ARRLWeb: QST Propagation Charts


The space between the blue line and the green line are the frequencies that should work.

Often 30 meter provides the longest opening between locations.  But sometimes 40 meters is better at night, and 20 meters is better during the day.  If the blue line ever goes above the green, then there is no propagation to that location on any band.
