There is someone over seas that keeps saying CQ CQ CQ then his call and QR'ZED. when can "i" or how do "i" say it to respond or am i not allowed to?

i guess it is a dxpedition not sure what that is but he is calling different country's

After the station calls "qrz", just drop your callsign out.The other station will respond to who they hear the best or who they want to respond to.

Do not hear many out there following this to much anymore, but those that do are respected.
 
And by the way I use QRZed all the time when calling out... Have ALWAYS tryed to use the correct Q codes when DXn

he is likely in a contest or trying contact certain countries in order to accomplish a certain goal in dx entities. i personally would not interfere unless if i could help him (that is if i am in the country he needs for his goal).

as a general rule of thumb I always ascertain the contacts call sign, his location, frequency, and time before i respond to a general cq.

once person is done transmitting then I respond with my call sign as already mentioned and hope that I make it to him. I will try several times with low power before increasing transmitter power.

10m that's the only place I talk SSB.

I hope someday soon I can accomplish making contacts outside the USA on 10m. I already have done qso on VHF fm with people outside the USA.

Those sunspots are coming back up. You'll soon get your chance on 10 meters again!
I have heard several DX stations on 10 even in the last few days. Not the strongest of signals, but, easy enough to work them.

I have the solar cycle chart on a vista side panel. 10m and 14m are in red poor for three days now....day and night.
