If for whatever reason I got a IC-703 (versus a 706) what would be the most cost effective way to go from QRP to QRO on 10 thru 80 in the mobile?

I'll second the RM HLA-150 amp. It seems to be the best bang for the buck for what you are looking for. Any other mobile true ham amp requires more drive and are meant for 500-600 watts out and are quite expensive. As for any of the untuned CB type amps forget it. Cheap but dirty and the gain varies wildly across the bands.
 
I can appreciate the extra 100 watts for a hundred bucks but, I kinda like to keep it simple and discrete; I don't want my HF, VHF and UHF all in one package. 2 meters and above in one radio and HF + 6 in a package is good for me.

ETA: The RM Amp looks interesting.
