Maybe the reflector element on the back of a beam antenna? Like he has the antenna pointed away from you?
If it was DX it could have been an email reflector he was talking about. People can subscribe to an email reflector system where one person can email activity or "spots" as they are called and the system automatically sends that info out to all subscribers. That is one type of reflector. On the other hand he may have simply been saying that you are behind him if you were talking local driver to driver.
I would assume since you heard it on 19, it could be a mobile with a hot antenna and a reflector.
