Sonar: Judging from the material I see around the relay...I would guess someone has either used silicone or other adhesive to hold the relay in-place.
I would try a very thin blade knife(maybe razor) an run around the bottom of the plastic case and socket to free it up.
Then carefully try to pry up on the edges to free it...hopefully it will come loose.
Make sure the radio is unplugged...just in case there is some voltage on any of those contacts
