Worked RA3GS, Slava on the way to work this morning.
Get this I was 5 and 9 to Russia with only about 25 watts on my mobile driving through hills. Weather conditions were terrible this morning we had rain and snow!

Any body else hear or make contact with Slava this am on 28.4?

Congrats on the mobile contact.
I worked him and three others this morning as well at home though.
I was coming back from Vincennes IN to my home in Greenwood Tuesday.
My mobile is a 857D with a ATAS120A on my box truck. I was working some
Europe as well as stateside on 15 & 17. I had a nice contact but I was 3/1 report. As I was ending my qso, drove about 15 miles, I was +30 over to him.
Isn't it funny when you find the right places where the stuff is just falling from
the sky how much different it makes. I no doubt could've worked him with 5 watts at that spot.
 
I know, we say it all the time conditions, conditions, conditions. But location is definitely another way to improve conditions.

I was unable to work Italy, this morning on 10 but between waiting on other qso's and the hilly drive, i never was able to find a good place to stop and try to work that station.

I was up on 28.4 listening but I couldn't tune in an well enough to actually understand more than one word in 15. I dont understand why7 I was all up and down on the digits got nothing, tried LSB and USB and couldn't get it in any better that really muffled.
 
10 meters has been very busy

europe in the mornings south america and really all over at times in the evenings. I had Santiago Chile last night but could not work them either. I just keep trying until mother nature is in my favor.

USB, I can usually find something on at 28.40, or I just start working my way up or down 28.41, 28.42 etc.

There are times when i experience what you are talking about-where you can't tune someone in, but there has been so much going on i just keep on flipping through the freq's until i find something.
