once upon a time it was no problem to pick up cell phone communications but back then everything was analog...today, it's going to be very expensive and very illegal

Another thing is the Cell frequencies have jumped around and aare not all where they were years ago where most scanners could be converted. There is now a bit more to it.

there are no good realistic options unless you can't invent a time machine to go back to the days of analog cell phones

Because of the communications privacy act in the USA you will have to buy a scanner meant for sale outside the USA. Try AOR or Yupiteru. Since you said regardless of thye price, try this AOR unit from Radioworld in Toronto Canada. It`s on sale right now.
