SCP single pill not triggering relay

I got this mini amp with a mrf455a in it about 10 years ago from a departed buddy and I am now getting to try and fix it. I am a tech but this has got me stumped. When I key up I don't hear the relays click and obviously there is no amplifying there. I have checked everything I could check as I am limited to my electronics skills when it comes to linears. I am gearing towards the little black bias switching transistor. Attached are some pics of the unit. Any help would be appreciated. Thanks in advance.

I replaced the Keying transistor and that fixed the relay issue.
The next issue is how to test the MRF455a while on the board. I know how to test it off the board.
