The ARRL Board of Directors held its Second Meeting of 2009 July 17-18 in Windsor, Connecticut, under the chairmanship of President Joel Harrison, W5ZN. The Board considered and acted on a number of organizational, regulatory and operating issues, including the following: The formation of an ad hoc committee to study and prepare guidelines to identify inappropriate use of Amateur Radio; updating of the terms of reference of the Volunteer Consulting Engineer Program (VCE); establishing of an Emergency Liaison Station appointment at the national level to link ARRL Headquarters to affected areas during disasters; the formation of a study committee to conduct research and consider developing a plan for narrow-band channel spacing in the VHF/UHF bands; creation of the George Hart Distinguished Service Award to be given for exemplary service in the ARRL Field Organization, and updating the terms of reference for the Bill Leonard, W2SKE, Professional Media Award. The Board also conferred several awards on deserving nominees. Most of Saturday was devoted to reviewing and revising the ARRL Strategic Plan that was adopted in October 2006.
