It just depends on where you want to go. A good 2m rig or even a dual band 2m/70cm rig will still be relevant to you if you upgrade to General. You can pick up some decent older rigs for HF even though you would be limited to transmitting on a section of 10 until you upgrade to General. You should be able to find a used dual band for around $200, or even a new 2m for less than $150. If you decided that you wanted an HF rig, you should be able to find one for around $400 or less and might even be surprised what you can get. I picked up an older Kenwood with an auto tuner, matching power supply, 150' of coax, and a G5RV for $325 that works very well.
