I didn't notice a date on that (didn't look too hard either), but would guess that it's probably not completely up tp date.
If you should happen to have the oportunity to handle any 3rd party traffic, it's a fairly good idea to check. It's also fairly common that if the USA isn't PO'ed at some particular country, it's probably 'okay' to handle from that country. That's huge rule of thumb and NOT always accurate by any means! If in doubt, don't. That's the safest way. If some station can't seem to get traffic passed in a 'net', it's probably for a reason. May not be for a particularly 'good' reason, but...
You are always responsible for your behavior. Using established traffic nets and depending on those nets for guidance is sort of 'normal', but it's still your neck, you know? Taking that 3rd party traffic with the understanding that you will hold it until confirming it's legality is also acceptable. Just be sure that the sending station understands that. And you do have to follow through, you can't just forget it.

There's almost always a way to do this stuff without cutting your own throat. You do want to be careful though.
