Too Low SWR?

I can't seem to get the SWR to move at all. I have it at 100% on the adjustment and can only get about 1/2 way in the red, around 2.5 maybe, then when i switch to REF it goes to the 1, but doesn't move on the meter. If i key it and let off it never moves. I have checked the meter on other installations and it works. All my radios are showing to have around .5 to 1 watt of power with this configuration also, and modulaiton is low also, 60% or less. This is a new installation, coax, antenna, etc. Firestik 4' and 18' cable. What can be wrong? Thanks.
 

Yep....if you're saying you can't get the meter to calibrate all the way to the SET mark....then it is that half watt dead key is the culprit like funky said.
