TRAM D201 non HW receive issue and 0 modulation

OK I have a Non Hand Wired D201 that I believed to have a bad 455KHz Can (T401). I installed a new known working one and I'm getting the same very low tone. I have my signal generator set at 30% Modulation, 455Khz and +3.0dBm and can barely hear it. I hooked up my Oscilloscope to V401 pin 2 and I can see the 455Khz and Im able to peak L400 and T400 using the scope but audio doesn't change. I try to adjust T401 with the Scope probe hooked to V401 pin 2 and I get NOTHING . When the scope is hooked to the T410 itself I get erratic readings from 100Khz to 900Khz.
Also the meter is pinned far right but rests at zero when off. I tried adjusting R422 but it does nothing.

    Coax question. I just put up a new Sirio monsoon base antenna with 100’ of rg8u coax testing with myMFJ antenna analyzer shows 1.4 swr at 26.965mhz and a 1.1 at 27.405 mhz . When I checked the ohms it’s steady a 30 ohms across the entire bandwidth.
