US frequency allocation - detailed explanation ?

No doubt many of you are already familiar with the US frequency allocation chart:

I'm looking for information on who(m) and for what use on all the various allocations ( < 2 GHz ).

For example, what does 'FIXED' mean?

Is it possible to determine who 'owns' a given piece of the spectrum, and what it's being used for?
 

I'm betting fixed just means stationary transmitters. It doesn't seem to designate exactly who uses what frequency except for government ones (different colors)...
