Vortac antenna?

Hey guys, thought some of the experts might know the answer to this question. There is a large antenna array at the south entrance to the DFW Airport. Here's a great Googly-woogly of it:

Is this a Vortac? A VOR/DME? How does it work? I've heard more answers and speculation than I have heard a solid explanation.

I've worked at airports where the Air Guard also operated and they used VORTAC which is combination VOR and military TACAN. It's basically a short range VHF aircraft navigation aid.
