Can you use modulated shortwave(30mhz) radio as a telecommunications media for streaming HD VOD, wireless internet and HD streaming audio?

How far can the signal go and still be heard?
How far can the user send their signal back to the tower?

The signal is modulated as QAM-4096.

The transmission tower is the height of a 60ft-80ft pole with ERP of 1500w. The user's radio has a ERP of 200w(10 channels/20w per channel) with a directional waveguide antenna and a 55dB amplifier(similar to whats in modern cellphones).

No. The frequency is too low to support any type of bandwidth required for HD transmissions.

Shortwave frequencies require antennas and transmission lines that are not in the slightest compatible with what you have stated.
 
How far can a HF signal go(in a city. So not line of sight really) if you have 400w of ERP?

From a normal 150ft-200ft transmission tower?
