Whats the best Bargain Tool For Cutting...


Put tape around where you want to cut the wire (so it doesnt unwrap itself)
and use cut off wheel, Or a GOOD pair of large wire cutters

Thats right, wrap it in tape, or if you want even more permanent use bailing wire, wrapped around the ends.
A cut off wheel works ok, but I prefer a portable bandsaw.

Using a torch is ok as long as you have at least a foot or so of tail coming out the termination, and whips the end permanently which in my opinion is better than tape or wrapping wire, but is not allowed under EIA/TIA specs.

I have used a hacksaw when in a pinch as well (not recommended) but works. I would use a hacksaw before I would use bolt cutters or other methods, they make a mess and are very frustrating.
 
It would depend on what you are using for guy wire. Mack's suggestion of a hammer and sharp cold chisel is what most people use if the guy wire is the heavy 5/16 EHS stuff. It also works well on smaller cable like 1/8-1/4 stainless steel cable too.

The Rohn tower instructions I downloaded off the net says to use 3/16 ehs.
