From what I've heard, 14.313 Mhz is fairly quiet these days. The Maritime Mobile Service Net sometimes uses 313 as a secondary frequency when they get a vessel in distress, or when a station makes contact with another station to pass non-priority traffic, they go to 313, other than that I never hear a peep on that frequency.

Of course with the marginal performance of my low hanging dipole, there's a lot that goes on the 20 meter band that I just don't hear......
