The specs on the rotor with no support is 7.5 square feet windload and not more than 3.5 feet above the rotor
I have in the past mounted up to 9 feet above a ham iv... at that...
I have a ham iv like is not braking.. I have seen that the solenoid works fine.

The whip would be mounted vertically on a trucker cb mirror mount the clamped to the Yagi's boom... Or a may clamp it to the aluminum mast that the Yagi is mounted on...
