Is there a antenna specificly for listening to the 482 frequencies for a handheld scanner? I know that there are mobile antennas specificly tuned for certain frequency ranges,so I was wondering if there are any handheld antennas that would be better for receiving the 480 frequency range.
 

There are amateur antennas that are tuned for the 440mhz range that are probably broad banded enough to get to 480mhz. In reality, though it's not going to make a big difference from whatever anntenna is attached to your scanner. If you want, find a big telescoping antenna and stretch it out as far as you can. That should make quite a difference. Here are some examples from ebay:
