Looks like an Expo channel kit. 2 Crystals and the 2 trimmer capacitors are the giveaway. Typically used to give an additional 40 channels to the standard factory configuration. Either + 40 or -40 would be the choices.

Better chance of repair success to replace the relay. The Apollo amp is an old relic. The relay has probably been cleaned many times. But, cleaned correctly? I have seen folks take a bit of sandpaper or other coarse object to relay contacts and foul them up royally.

A large value resistor (1.5mega Ohm 1/2w or so) in line with the audio output of the microphone would be a good place to start. Even better would be to use a large value variable resistor in the microphone base and adjust as required/needed.
I use the same amp/mic board on my Kenwood TS440...
The schematic calls out Q1 as an NPN transistor and Q2 as a PNP.
Swapping to the correct (2N3906) transistor in the Q2 position may well solve your problem.

What is 15Ga wire? I have always seen and heard of wire in EVEN numbers-6, 8. 10, 12 etc.

A separate filament transformer is one way to do it. Each 20LF6 draws .6a filament current. Six of them would need 4.2a from the transformer minimum- 5.0a would be better.

I would do whatever I could to knock down the filament voltage to 18-22 volts. I believe there is a post by @nomadradio addressing this in the thread. (Adding a resistor in series with the filament voltage wiring is the best way as 27LF6 tubes would be impossible to find now)

It will work. Most of these type power supplies have an adjustment potentiometer to set voltage level. Obtaining 14.5 volts DC output should be no problem.
