The lowest swr often is not the resonant freq. of an antenna.
That is why it is best to use an analyzer that will show you the reactance which will be
the antennas resonant freq. at the lowest amount.
If the shorter antenna has better numbers the extra length of the other one is a mute point.
You could try running a wire around the perimeter of the room above the windows.
Did that when i lived in an apt. not the greatest but it got me on the air.

I totally don't understand why people buy TS amps for base use.
The price of the amp plus the power supply plus the vswr issues plus they are dirty as
hell.
A 3 or 4 tube 811 driven with a 50 watt radio will give you all you need to be heard
and last a long time as long as you tune it...
Any one see a rf output drop off on 10 meters?
Full output on 11 meters, go to 10 & down about 50%
Antenna is fine, even shows same on dummy load.
Any thoughts?
Get one of Joe's Cobra seniors & a good manual tuner with a Balun Designs
4 to1 balun & have at it.
Had this combo up for a long time & had satisfactory results.
PS: Don't skimp on the tuner- Palstar, Nye Viking,Murch2. etc.
Yes the unused terminals shunt to grnd but some RF can still bridge over, especially
if you are running an amplifier.
It happened to a friend of mine.
I'm pretty sure the specs are on their website or on the packaging they come in.
If RF leaks into another antenna no harm no foul.
If RF leaks into the other radio & even if it is turned off you can damage the front end.
Alpha Delta switch rated at 60db separation can still leak RF into other positions.
I don't know if they are still in business -Kens Electronics in Michigan sold a wide
assortment of crystals .
Might have what you need without having one made save $$$
IMHO if you are looking to use the av-640 for DX mounting it too high on a tower would
not be the best option. Elevated on a short mast on the ground, better low angle take-
off.
Height is better for local work if that is your goal.
I have had better results with verticals for DX when ground...
