Not sure whats available in the states. Silicone sealants here are available in neutral cure or acetic cure. Acetic cure dry faster and are stronger.But they tend to start corrosion on bare metal . I have seen wire and auto panels eaten through after using acetic cure RTV silicone.

Both can be tuned for high F to B or forward gain. The lower radiation angle ( and maybe slightly higher gain) seems to be a function of the driven el . In use the quagi and quad seem slightly less...
Yes but read further. The choke has to be below frequency . hence he uses 9 turns for 144 to 148 ( chart shows 135 mhz) You can take off 1 turn if you feel like it but it wont make that much difference.

Original design is for 144 -148 and 432 -450 mhz ,should work fine for the scanner frequencies you want.
Actually a T2lt cut for 150 mhz would be all you would need. the uhf frequency...

Dont get me wrong I like my end fed. But it's like most things it's a compromise and to get the best out of it requires a bit more knowledge and work.
Yes it can work without a counterpoise. But without ,it will use the coax as the counterpoise and can cause all sorts of issues with cmc . Be warned the cmc can be horrific on some frequencies.
I like to use mine run like a dipole ,horizontal. To keep the cmc at bay I fit a choke 8 ft down...
Sounds like your overdriving it to me. Open the amps variable all the way and adjust the drive from the radio. find the point it starts to take off then back it back a bit.Check that its stable, then thats your max( not what the manufacturer claims) .
