Yes but read further. The choke has to be below frequency . hence he uses 9 turns for 144 to 148 ( chart shows 135 mhz) You can take off 1 turn if you feel like it but it wont make that much difference.

Yes it can work without a counterpoise. But without ,it will use the coax as the counterpoise and can cause all sorts of issues with cmc . Be warned the cmc can be horrific on some frequencies. I like to use mine run like a dipole ,horizontal. To keep the cmc at bay I fit a choke 8 ft down...

Sounds like your overdriving it to me. Open the amps variable all the way and adjust the drive from the radio. find the point it starts to take off then back it back a bit.Check that its stable, then thats your max( not what the manufacturer claims) .
