Usually, the person telling me I am off frequency is the one off frequency.
Some Cobras (Uniden) were made in Taiwan or Malaysia, they changed to 1/8 Watt components.
The Filipino Cobras kept using 1/4 Watt resistors.

Capacitors tend to dry out, the oil can dissipate.
If it is one of the older ones, recapping the radio would only improve it.
