check what Handy Andy mentioned. you may have a 11.3258 crystal in it also. did not see where you mentioned that. if it is a 11.3258 pin 19 needs to be left unsoldered. I ran into that on a radio I did a few years ago.

does the relay key when you push the mic key. at least that is what I am getting is the relay does not switch when the mic is keyed.

try checking parts around the relay. some I have had a problem with causing problems. R111, D24, C103, D28, R112 which is a 1 watt resister. I have had some of these short causing problems. even some on the right side of the relay also. the parts I listed are on the front side of the relay.
