I was reading this and finally at the end you put how i have done my meter. drill out the rivets and grind the paint off then put toothed washers under it with screws to hold it nice and tight. I had to do my meters like the last part you provided a few years ago. never did think about posting...
back in the late 90's I use to change out the final on a cobra 29 for a 1969 and put a 1957 I think it was for the driver. I would change out a resister also for more power out. forget just what one it was but it made the 29 work just fine.

when I had a 2510 I ran a RK56 on it. most of my radios I run a RK56 on them. I just like that mic my self. my voice carry's well so it drives that mic real well.
it has 2 holes in the case as if there is 2 vr's in it for adjustment. strange looking thing for sure with all the wires going to the back of the radio plugs.
have never seen this one but looks like it is going to the audio circuit. what does the switch on the right rear do. at least it looks like a toggle switch.
AM only radio. that would have been nice to know it was a mobile 40 channel AM only. would have saved a lot of looking through manuals trying to find one for it. all I looked at are AM and SSB radios. even Nomad put a pic up for a ssb radio. I have never seen or even heard of this radio.
I went through all my saturn manuals and did not find one that showed a PB499 board.
see if this one on cbtricks matches your radio. all of mine show a number like 360010A etc.
the only PB numbers were PB999 and PB042.

it is the newest version of the cobra 29 radio. here is the board that is in your radio from Cobra. your serial number should start with a U.

I know L40, L42 and L43 and L44 have to be adjusted right or you will kill the TX. a jackson has the same set up in that area and if you do not set them on each end of the channels it will go hay wire. I had a similar problem on the Jackson radios and it caused a dead key carrier on the SSB...
after thinking about it I remember one that did not have the test point in place but there was a solder pad you can put a pin in place to get your reading if yours is like that just look at the solder pads. the pin may have been left out.
all I know is looking at the picture lay out. will this help.I have the magnum 3000b radios which has the same board in at your radio and I found it on that one years ago.

best just to buy already made. the price of buying the parts will cost that much plus the hassle of putting the BNC connector on the coax is a pain. I just buy all of mine pre made.
