I liked the simplicity of the Clarifier on the Ranger/RCI 29 base, as-is, it's rx only. Push Clarifier knob in and then it's a TX/RX clarifier. A lot easier than having to go into some hellish menu system, should you want to change it often.
It still sounds like a funky pwr cord to the meter. What's it connected to (power source)? I use a power pole strip, so every connection is separate, and it's made life much easier when troubleshooting.

The manufacturers probably know that there are people out there itching to buy something new. Now when the newly approved FM is thrown into the mix, buyers probably expect new horizons and people they've never heard before - because they only had an AM or SSB radio.
