I would not say the maco is hard to tune. All though my first one would not tune at all because part of the base was assembled wrong.
The only issue I had with the maco was birds landing on the tuning ring and bending it out of place. This always caused my match to go up across the band.

I used some black permatex on my maco v58 and the current aluminum ground plane. I used it to seal the joints of the tubing to keep water out and the match from going up.
Ive had no problems with either one as a result.
We have quite a few GMRS repeaters in the area here but the yuppies don't want modded ham radios on them. A few of the repeaters even have a recording system going 24-7.

That should work fine and the cap being aluminum will be plenty of ground plane for an antenna by itself.

Ive managed to tune fire stik IIs to some crazy things. They work pretty good to if you get up high. Id say get one and a mag mount for it and put it on that air conditioner.
Tune it up and you should be good to go!
One of the local old timers has one we set up for him when he moved. Only problem with his was the aluminum sections had filled with water and froze so there was some holes blown in it.
