Technically, yes. But, since you were on phone, what was wrong with simply saying "best wishes" or "catch ya later?" I can understand using numbered abbreviations on when tapping out Morse, but phone?
There is no online testing. However, it might be possible for a VE to come to your residence and administer a test to you. Look online to see if any HAM clubs exist in your area.
My guess is that the reason he's asking about modern CB bases is because he intends to operate within FCC rules on 11-meters, as opposed to using 10-meter or other HAM radios (illegally modified) to operate on 11-meters.
Don't take this the wrong way, but why would you spend tens of thousands of dollars on a car in order to save a few dollars (more or less) on fuel? :blink: How many years of fuel "savings" will it take before those savings pay for the car itself?

I smoked Marlboro Reds for about 25 years and quit (last April, when I retired from the military). I used e-cigs as a crutch for about a month or so, then quit those as well.
