    VR18 is maxed out at 11.5 volts on usb. I wired up a 636L with the same results.

    I don't have one. The audio sounds fine, there just isn't much rf out unless the mic gain is full right.

    That seems very counterintuitive. Doesn't too much mic output cause one to have to decrease mic gain? The only thing I could find that looked off was a resistor feeding vr18 had obviously been messed with. I can't even get near spec voltage at TP8. This probably isn't going to be good

    This 2995 seems to work ok except the mic gain needs to be on 10 with an xtreme 2018 mic. Any idea what might cause this, or where to start looking?

    With my icom the swr measured at the amp output is 1.1:1. I change nothing but the radio and the swr is now 2:1. Again, nothing makes sense

    I had a 955hp that worked flawlessly for over a year. It's ability to make it a whole year without breaking easily makes it the rarest export I've ever owned.
