That does not work very well. A dipole is a balanced antenna and simply trimming one side only upsets that balance which can lead to CMC currents on the feedline and result in RFI. It is much better to trim both sides of the antenna. Not saying you cannot get the SWR down by doing that but you will never achieve a perfect SWR at center with such an unbalanced antenna and the efficiency will not be as good either.
I was still thinking of his 102 whip base antenna for some reason and giving him an easy solution for both bands with no tuner. Equal lengths are best but I wouldn't cut a whip if I was trying to use both bands. As for cmc hes feeding it with unbalanced feedline and should be using a choke anyway.
There may be no need to overcomplicate this if he will just build the antenna and see what happens. Tune it between the bands and give it a try.
My solution for a multi band balanced antenna is to use balanced feedline and proper tuner no one is interested in that though. He's got a general ticket and this would really open things up for him.
