He swears that it was never hooked up backwards, so I'm guessing he did but just didn't notice.Is the power hooked up backwards? That would be the first reason that the diode would blow the fuse.
He says his other radios function with the power supply, so I would assume it's not the supply.Are you trying to power this radio up in a car or on supply in the house? Id be suspect of the supply first.
Not certain what ferrite you are speaking of.Is the ferrite touching Pos and Neg? Looks like it to me but my eyes ain't that great anymore.

The ferrite I'm talking about is under that diode, if it's shorted, it would pop the fuse before it ever made it to the diode. It may not be, just kinda looks like it to me.That is the diode in question. If it is shorted it is the problem.
