Since he's clamping the negative lead, there may be a ground return path through the coax shield carrying some of the supply current, lowering the clamp reading.
I think RF is getting in his Meter.
Don't confuse things though. Don't calculate efficiency using peak RF power numbers and avg DC power consumption.
I bet his avg power is about 150w. If he's drawing 23amps ish at what looked like 15ish volts that's roughly correct for about 50% efficiency
