With respect to the location of the coil in a loaded antenna, top load is the best. This is because, in a loaded antenna, the RF radiates from the top of the coil, and a top load then sees the furthest horizon.
A steel whip is the best all around performer because it doesn't have any coil-associated losses and (because of its diameter) has the most radiating area. In competition, a 1/2" or larger copper pipe is the way to go because it offers a huge radiating area to handle the multi-KW amps used in competition rigs.
